Summary

What:

  • Add a way to retrieve the build that established a request's terminal state.

Why:

  • Let downstream consumers resolve project status from the build selected for a request without storing build identity on the request itself.

Test Plan

  • Add unit tests.

Revert Plan

  • Revert this PR if the selected terminal build can no longer be identified reliably, because downstream project-status resolution would otherwise use an arbitrary build.
