Describe the bug

editing a pipeline makes it visible to other tenants

Regression Issue

Expected Behavior

editing a pipeline in a tenants must keep the changes in that tenant

Current Behavior

editing a pipeline in any tenants makes that pipeline public to others

Reproduction Steps

• go to pipelines
• edit a custom pipeline
• switch tenants
• go to pipeline
