…tead of a deploy step (#8522) Deploys no longer register the 0027-0029 Search retirement. A long cleanup in the deploy migration generated heavy WAL and stalled application writes, and held the release until it finished. The retirement is optional storage reclamation once live Search is on, so it now runs as a resumable operator command, paced by --pause-ratio and --max-rows, with --maintenance running the index rebuilds and vacuum and journaling completion.

Active mentions skip skill registration
If someone leaves an @ search unselected and then types /skill later in the same message, the search remains active across spaces. This guard skips the processor that registers the completed skill, so the message contains plain text instead of the intended skill context. It also skips chip conversion for text pasted while the search is active.
