Python 3.14 exposes `F_DUPFD_QUERY` in `fcntl` on Linux, but the stub did not declare it, so type checkers rejected its use. - Declare it for Python 3.14 and later on Linux - Allowlist it as optional for stubtest, since the GitHub Actions runners build against a glibc that lacks the macro

See the fcntl docs ("Changed in version 3.14") and thefcntlmodule.cdefinition.Declare the constant for Python 3.14 and later on Linux, with an optional stubtest allowlist entry because CPython only exposes it when built against a glibc that provides the macro, which the GitHub Actions runners currently lack.
