Adds accessible ScrollHorizontal with CSS timeline support and a passive-scroll fallback, dependency-free motion helpers, QR rendering, and a shared printable-ASCII password validator. The fallback now paints its track transform directly, measures delayed layout with bounded retries, and preserves reduced-motion and keyboard focus behavior.

Local QA at e382ca6: build and generated harness passed; actual rendered gallery15/15 including all control coverage and QR3/3 using the fixed Chuzz/ps-blitz host. API contract check passed across189components; package exports check passed. Pays staff65/65, public114/114, consent1/1 and strict inventories0unverified passed with the same renderer and ps-qa0.7.8. These component checks do not prove consumer auth or transactions.

Automatic publication is still required before consumers adopt the new password/QR helpers. No manual version bump or npm publish.

Final source review found and corrected trailing line-terminator acceptance in printable-ASCII validation (fd18121; rebuilt successfully). Adds a guarded local-QA release dispatch requiring the full exact current master SHA, revalidating master before running repository scripts, retaining OIDC and publication guards; the automatic successful-CI release path remains available. Workflow/docs-only final commit09c1e52 was source reviewed and checked for patch/byte identity. QR mask scoring has a documented minor optimization limitation; emitted QR structure remains valid.

Dependency-free. Each installs browser work through a plain attach
function (tested directly) wrapped for Solid via onSettled/onCleanup.
Scroll progress prefers a CSS view timeline and falls back to one
passive scroll listener with one pending frame.
Port of the motion.dev scroll-horizontal pattern: a sticky viewport in a
section whose height matches the row's travel. Reduced motion falls back
to a plain horizontally scrollable row; cards stay keyboard reachable.
QrCode renders an SVG from a vendored QR encoder (Kazuhiko Arase, via
davidshimjs qrcodejs, MIT; notices kept), with no npm dependency. qrMatrix
is exported for non-Solid use.
