Brings the Spanish, French and Chinese editor docs in line with English on block comments.
The collaborate pages now explain how to comment on a whole block from Block actions or with the comment shortcut, and what happens to a thread when its block is deleted. The keyboard shortcuts table now says the comment shortcut works on highlighted text or the current block.

Overview
Aligns Spanish, French, and Chinese editor docs with the English block comments update (from PR #7727).

On each locale’s collaborate page, a new paragraph explains how to comment on a whole block via Block actions or the same Cmd/Ctrl + Shift + M shortcut without a text selection, and that unresolved threads move to the page title with a note when the commented block is deleted.

The keyboard-shortcuts content actions row now states the comment shortcut applies to highlighted text or the current block, not only a selection.
