Lets a segmented file output ask for fragmented MP4 segments instead of MPEG-TS ones. The existing HLS_PROTOCOL value keeps its meaning, and the comments now spell out which container each one selects. Co-Authored-By: Claude Opus 5 (1M context) <noreply@anthropic.com>

Adds a second segmented file protocol so a request can ask for fragmented MP4
segments instead of MPEG-TS ones:
Purely additive: value 2 is new, and
HLS_PROTOCOLkeeps its meaning. Thecomments are new too, spelling out which container each value selects.
An egress PR consuming this follows; it can't merge until this is released.
