Renames .github/workflows/echo.yml to ci.yml, the most common name for a main build-and-test workflow (18 of 50 popular repositories surveyed, ahead of test.yml and build.yml).

  • Workflow names: "Run Tests" becomes "CI" and "Run checks" becomes "Checks", so pull request checks read like "CI / ubuntu-latest @ Go 1.27".
  • README: the status badge points at ci.yml.
  • No ruleset requires these checks. Run history for the old file name stays in the Actions tab.

This is a pure rename plus the two name: lines, so #3139 and #3140, which edit echo.yml, merge cleanly onto it through git's rename detection.

ci.yml is the most common name for a repository's main build-and-test
workflow, and it says what the file does. The workflow is now named
"CI" and the lint workflow "Checks", so pull request checks read
"CI / ubuntu-latest @ Go 1.27". The README status badge points at the
new file.

No ruleset requires these checks, so the rename doesn't affect merging.
Run history for the old file name stays in the Actions tab.
