Downgraded `bincode` to 1.3.3, `ureq` to 2.9, and `rand` to 0.8 across the workspace, which were breaking the CI pipeline due to API incompatibilities. Updated `zip` crate API usage in `stdlib/src/compress.rs` to fix type inference issues caused by the `FileOptions` generics change. All tests and lints now pass.
