Align release automation with TanStack libraries

Changes

Align Highlight with Pacer's single-job Changesets release workflow. Verification and versioning or publishing now share one runner, and newer commits cancel older release runs instead of waiting behind them.

Use the same pinned Changesets v1.8.0 action as Pacer. Preserve Highlight's verification commands, npm trusted publishing, skill version synchronization, and explicit CI dispatch for version PRs created with GITHUB_TOKEN.

Highlight and Pacer are both currently waiting for ubuntu-latest runner assignment. This removes unnecessary release handoffs and stale-run blocking; it does not claim to fix the current shared runner queue.

Validation

• actionlint 1.7.12 passes.
• Zizmor reports no findings.
• YAML parsing and git diff checks pass.
• No package source or release scope changes. The prepared 0.1.0 package already passes the full verification suite, including 111 tests.
