Summary

Add a BSP for the CH32V003F4P6-EVT board.
The default image enables UART1 only. USART1 stays on the default pins: TX PD5, RX PD6.
Debug is the single-wire SWDIO pin, PD1. There is no on-board Link.
The README marks UART supported. GPIO, ADC, SPI, I2C and TIM are not driven yet.

Test plan

Built with WCH RISC-V GCC 8.2.0 (-march=rv32ec -mabi=ilp32e). The image is 15680 bytes of the 16KB flash.
Downloaded to a CH32V003F4P6-EVT with WCH-LinkUtility, series CH32V003. Chip Mem was not changed.
COM11 at 115200 shows the RT-Thread banner, MCU: CH32V003F4P6, and msh >.
help lists help and backtrace.

Default image keeps GPIO and UART1 so the console can reach msh.

这块为啥要依赖idle的钩子函数？

因为这颗只有2KB的RAM、16KB的Flash，装不下 serial 框架，也没有余量再开接收线程。中断里只把字节放进 16 字节缓冲。msh 等输入时系统是空闲的，idle 钩子里再调 rx_indicate 唤醒它。

为什么要添加这样的文件？使用gcc的c库就行了吧

其实还是相同的问题，这个板子的空间太小了。我已经在用gcc的c库了：

The shared weak trigger does nothing, and the weak clear spins. On this V2 core the interrupt is raised with SysTick control bit 31 and cleared after the context is saved.
