This note proposes library, project and organ roles for agent context selection
and action routing. It distinguishes those roles from repository categories and
their existing release contracts, using visualization as the current case and
profiling/inference as future cross-project aggregation domains.
The proposal includes an ownership diagram/table, three routing examples,
minimal contract recommendations and staged follow-ups. It does not adopt policy
or create organs. Independent Claude Fable review findings have been resolved.
Closes #440.
Scripts Changed
None. Adds

Human-authorized Heart RED override (development only)
The live user replied "yes do it", then "I authorize", to the explicit request:
"Authorize a development-only Heart RED override for #440 to commit, push and open the PR?"
This authorizes task
ecosystem-layers, issue #440, branchfeature/ecosystem-layers,for commit, push and PR creation only. No merge, release, rehearsal or CI bypass.
Current Heart verdict: RED; re-read from readiness in this shipping turn,
