Summary

Adds a start_dev step 0a, "Heart at the door": read the Heart's readiness feed before any development starts (closes #423).

• New bin/heart_feed.py. Stdlib-only and read-only. It never ticks the Heart and uses a 5 s timeout.
  • Primary source: the Heart's published state.json. The URL comes from policy board: heart_board and the Mind body map via board/_board.py, with a BOARD_PAGES_BASE override.
  • Fallback: local pyauto-heart readiness --json, mapped into the same shape.
  • Output: Heart: <STATUS> — <headline> (updated Nh ago) plus the red and yellow rows.
  • Exit codes: 0 green, 1 yellow/stale, 2 red, 3 grey/unreachable. Flags: --json, --url, --offline.
• start_dev step 0a runs before the resume check:
  • RED: stops before planning and points at AUTONOMY's "Human override for Heart RED (development only)".
  • --auto + RED: parks before any issue is created.
  • YELLOW: warns.
• Wiring: start_bundle and route point at the new step, and WORKFLOW's Heart-gate section names the door.

None, internal changes only. This adds a new read-only CLI (bin/heart_feed.py) and a new skill step. No existing command or signature changes.

Test Plan

• Targeted: tests/test_heart_feed.py + tests/test_skill_seams.py: fixture feeds per status, malformed, unreachable, fake pyauto-heart fallback
• Full suite: 1077 passed, 1 failed. The one failure, test_grouped_organ_consumers.py::test_hygiene_map_and_heart_board_find_grouped_checkouts, comes from the env, not this branch: a worktree activate.sh exports PYAUTO_MIND, which overrides the test's PYAUTO_ROOT. It fails identically on origin/main and passes with PYAUTO_MIND unset. This branch does not touch that code.
• After merge: bin/heart_feed.py against the live Heart board prints the current status (was STALE → exit 1 at build time)

Heart YELLOW acknowledged by human (reasons: manifest drift in the hub organism blurb (7), organism-map blocks (1) and workspace checkouts (1); release validation stale for PyAutoFit/Array/Galaxy/Lens). None of these involve this repo.
