Runs pytest + Rust extension smoke test across Python 3.9-3.12, Ruff/mypy lint, Clippy/rustfmt checks, and a Docker build smoke test. Adds permissions and concurrency guards, and tracks Cargo.lock for reproducible builds.

Summary
Adds a GitHub Actions CI workflow (
.github/workflows/ci.yml) that runs on every push and pull request:The workflow only gets read access to the repo (
permissions: contents: read). If a new commit lands on the same branch, the run already in progress is cancelled.Also:
Cargo.lockso builds are reproducible.dockerignoreso native extension builds (*.pyd/*.so/*.dylib), tool caches and frontend dependencies stay out of the Docker build contextTest plan
